Conformance State
Conformance State Code in Baggage State element allows a sender to report on conformance measures as applied to the item

closed | Cart or ULD is closed. Bags can no longer be added to or taken from containment |
sealed | ULD is sealed. Unauthorized access can be monitored from condition of seal |
screened | Item is screened for aviation security concerns |
inspected | Item is inspected for customs concerns |
verified | Item is verified (this assumes handler reports a measurement or other outcome for assessing a business rule) |
reconciled | Plan/authorizations for item is reconciled with physical location (Only duly authorized bags are allowed on board of the aircraft, and bags authorized for loading should not be outside the aircraft at finalization of loading) |
Control State
Control State Code in Baggage State element allows a sender to report on its control over to the item. Note that for an airline the notion of control over the bag is equivalent with notion of custody of the bag
