Customer requests a change of a paid order prior to travel resulting in additional collection and a value store

Description

This use case illustrates the change of part of the itinerary prior to travel resulting in residual values transferred into a value store OrderItem which is usable only once a penalty is paid by the customer. The penalty is therefore not netted into the amount due by airline, requiring its payment prior to receiving a value store which is ready to proceed.
